The Student Legislative Board of the Faculty of Fisheries and Marine Sciences, Universitas Airlangga (BLM FPK UNAIR), organized the Student Grand Assembly (Sidang Besar Mahasiswa/SIBESMA) 2026 on Saturday, 7 March 2026. The annual forum serves as a strategic platform for all student organizations within the faculty—including BLM, the Student Executive Board (BEM), student association bodies (HIMAPRODI), and student activity units (BSO)—to strengthen institutional governance and establish regulatory frameworks that guide organizational management. Through this assembly, student representatives discussed and ratified several key regulatory instruments designed to ensure transparent, accountable, and well-coordinated student organizational systems within FPK UNAIR.
The grand assembly was conducted online via Zoom Meeting, allowing representatives from various student organizations to participate actively despite the virtual format. The meeting agenda followed a structured parliamentary procedure beginning with the official opening session, followed by discussions on assembly regulations, deliberation of supervisory procedural frameworks, and ratification of the Standard Operating Procedures (SOP) and Permanent Procedures (PROTAP) for student organization oversight. In addition to these supervisory regulations, the assembly also formally ratified the Articles of Association and Bylaws (AD/ART) of the BEM FPK UNAIR 2026 cabinet. These regulatory instruments function as fundamental legal and operational guidelines for managing student organizations within the faculty. By approving these frameworks collectively, the assembly reinforced institutional accountability and clarified governance mechanisms among the different student bodies operating within the academic environment of FPK UNAIR.
Throughout the deliberation process, the Student Legislative Board played a central role as the supervisory authority responsible for ensuring that all student organizations operate within clearly defined regulations. Discussions emphasized the importance of establishing transparent oversight systems that allow BLM to monitor organizational performance, evaluate compliance with internal regulations, and maintain accountability in organizational decision-making. According to the organizing committee chair, Reviyanti Trezatalia, the implementation of SIBESMA 2026 represents an important milestone in strengthening a democratic and collaborative student governance ecosystem within the faculty. Meanwhile, the Chairperson of BLM FPK UNAIR, Muhammad Iqbal FK, stated that the ratified SOP and PROTAP provide a measurable framework that enables BLM to conduct systematic supervision of all student organizations within the faculty. These governance guidelines ensure that organizational activities remain aligned with institutional values and administrative standards set by the faculty.
The assembly also highlighted the importance of institutional documentation and transparency. All deliberations and final decisions were formally documented as part of the organization’s accountability mechanism. These records were subsequently disseminated through BLM’s official social media platforms and the FPK UNAIR website to ensure transparency and public accessibility. The presidium of the assembly emphasized that the ratification of SOP and PROTAP strengthens BLM’s institutional authority to oversee student organizations effectively, while the approval of the BEM Articles of Association and Bylaws establishes a clear legal foundation for executive student governance. Through these regulatory frameworks, student organizations are expected to operate with greater professionalism, coordination, and institutional discipline in carrying out programs that support academic, social, and leadership development within the faculty.
Beyond strengthening organizational governance, the outcomes of SIBESMA 2026 contribute to broader institutional values aligned with global development frameworks. The establishment of transparent regulatory systems and accountable governance mechanisms supports the implementation of Sustainable Development Goal (SDG) 16, which emphasizes peace, justice, and strong institutions. By fostering democratic deliberation processes and strengthening institutional oversight, student organizations at FPK UNAIR cultivate leadership values grounded in responsibility and transparency. Furthermore, the collaborative nature of the assembly reflects the principles of SDG 17 (Partnerships for the Goals), as multiple student organizations work collectively to build a cohesive and synergistic institutional ecosystem. Through SIBESMA 2026, BLM FPK UNAIR reaffirmed its role in ensuring that student organizations within the faculty operate under clear legal frameworks, transparent supervision, and collaborative governance principles that ultimately support the development of responsible and globally minded student leadership.
