Representing Aspirations and Safeguarding Student Democracy
The Student Legislative Body of the Faculty of Fisheries and Marine, Universitas Airlangga, or BLM FPK UNAIR, is a student legislative institution responsible for accommodating, considering, and voicing student aspirations while carrying out legislative, advocacy, and supervisory functions over student organizations within FPK UNAIR.
BLM FPK UNAIR was established on February 20, 2009 and is based at the Faculty of Fisheries and Marine, Universitas Airlangga.

The service mark is an identification mark worn by BLM FPK UNAIR members as an indication of organizational identity. The 2026 BLM FPK UNAIR service mark is the 2026 BLM FPK UNAIR Jacket.
Carrying Out the Student Legislative Function
Accommodating, considering, and voicing the aspirations and rights of students of the Faculty of Fisheries and Marine, Universitas Airlangga.
Organizing the Student Assembly (MUSMA).
Implementing the resolutions and decisions of the MUSMA.
Conducting legal drafting of Bills to be proposed as laws, which are subsequently ratified by all active students of FPK UNAIR.
Supervising FPK UNAIR student organizations in implementing applicable rules and regulations.
Conducting evaluations of the performance of FPK UNAIR student organizations.
Requesting accountability from FPK UNAIR student organizations through a Public Accountability Report (LPJ Publik).
Socializing BLM FPK UNAIR work programs to the academic community.
Being accountable for the work results of BLM FPK UNAIR to the academic community.
Selecting and appointing the Election Supervisory Committee (PANWASLU) and Student General Election Commission (KPU-M).
Oversight, Aspirational, and Legislative Functions
Rights and Functions
- Requesting an explanation from the Chairperson of BEM FPK UNAIR regarding activities and policies undertaken by FPK UNAIR student organizations.
- Requesting and providing approval for proposed work programs of FPK UNAIR student organizations.
- Exercising legislative, aspirational, and advocacy functions, as well as oversight of the performance of FPK UNAIR student organizations.
- Holding the right of interpellation, the right of inquiry, the right to express opinions, and the right to submit questions.
- Receiving and evaluating the accountability of the Chairperson and Vice Chairperson of FPK UNAIR student organizations.
- Drafting Amendments to the Student Constitution of FPK UNAIR.
- Drafting Bills and other regulations that are binding upon FPK UNAIR students.
Supervisory Authority
- Issuing warning letters and motions of no confidence in accordance with applicable provisions.
- Providing suggestions, opinions, and reprimands to FPK UNAIR student organizations.
- Being informed of the work programs and Articles of Association/Bylaws (AD/ART) of FPK UNAIR student organizations.
- Coordinating with organizational supervisory boards within FPK.
- Being informed of the budgets and work programs proposed by FPK UNAIR student organizations.
- Evaluating and supervising the implementation of student organization work programs.
- Further elaboration of the supervisory mechanism is regulated through the Supervision Procedure (PROTAP) and Supervision SOP.

Communication, Information, Aspirations and Advocacy
- Gathering aspirations from students and conducting advocacy with the academic community within FPK UNAIR.
- Providing information related to student interests to FPK UNAIR students.
- Disseminating the legislative function to the academic community of FPK UNAIR.
Supervision
- Supervising performance and fostering cooperation with FPK UNAIR student organizations.
- Supervising the performance of each department within FPK UNAIR student organizations.
- Requesting work programs and Articles of Association/Bylaws (AD/ART) of student organizations and monitoring their progress.
- Conducting Monitoring and Evaluation of the performance of FPK UNAIR student organizations.
- Establishing a supervisory committee.
- Conducting the BLM FPK UNAIR Student Grand Assembly.
- Monitoring the progress of all student organizations within FPK UNAIR.
Constitution and Legislation
- Drafting the Articles of Association/Bylaws (AD/ART) of BLM FPK UNAIR.
- Drafting amendments to the Student Constitution, as well as Bills and other regulations.
- Issuing Decrees of BLM FPK UNAIR.
- Providing interpretations of faculty regulations and statutory regulations.
- Organizing the MUSMA periodically.
- Conducting BLM FPK UNAIR Plenary Sessions.
- Holding other sessions deemed important and not contrary to applicable regulations.
